Guided by the Thought on Socialism with Chinese Characteristics for a New Era, we fully implement the guiding principles of the 20th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 20th Central Committee, thoroughly implement the arrangements of the Central Conference on Talent Work, and anchor on CTC’s strategic goal of building a world-class comprehensive inspection, testing and certification group. Closely focusing on the high-quality development of the inspection, testing and certification core business and the new situation and tasks of cultivating a second growth curve, we adhere to the principles of the Party’s leadership over officials and talent, and deeply implement the talent-driven development strategy and innovation-driven development strategy.

With enhancing the overall competence and quality of the talent team as the core, we focus on three types of strategic talent: leading scientific and technological talent, internationalized talent, and market-oriented professional talent. Driven by deepening the reform of human resources systems and mechanisms, and supported by digital and systematic management platforms, we strive to strengthen five backbone teams: corporate governance talent (directors and supervisors), business management talent, inspection and certification technology talent, highly skilled testing talent, and interdisciplinary Party affairs workers. We cultivate, attract, and make good use of talent in an all-round way, and effectively transform talent advantages into innovation advantages, competitive advantages, and development advantages.

We will continue to deepen the reform of the three systems—labor, personnel, and distribution—and improve the closed-loop incentive and restraint system oriented toward value creation and centered on compensation incentives. We will continuously stimulate the innovation and creativity of officials and talent, and strive to build a high-quality, professional cadre and talent team that is loyal, clean, and responsible, suited to the inspection and certification core business, and equipped with both professional competence and international vision. This will provide strong organizational guarantees and talent support for the Group to strengthen its inspection, testing and certification core business, expand green, low-carbon and international operations, and achieve high-quality development.

By the end of 2025, the Group had a total of 5,429 on-the-job employees, including 1,077 business management professionals, 4,524 professional and technical personnel, and 348 skilled workers. Currently, there are 6 on-the-job personnel enjoying the State Council Special Allowance, 2 National Technical Experts, and 710 personnel with senior professional technical titles, including 120 with professorial-level senior professional technical titles.
